The Dragon-Blooded in Exile
The foot-soldiers of the Gunstar's various branches of defense, produced and trained en masse. Traditionally, they have followed the Deliberative's orders without question. But fractures are showing, and at the least many feel they have to choose a side or fall into the abyss from the split. A few more willful ones have realized that these changes are big - perhaps big enough to where they don't have to follow anymore.
Notable Dragon-Blooded
We might want to slightly detail at least a governor for every nation, as well as possibly some notable army members, though they probably overlap a bit the same way Narikon is both leader of the Gunstar and the army in ours.
Claslat
- Sesus Nagazzer is detailed in the core as a decadent back alley peddler, so he could possibly be used as a governor for Claslat, explaining how the glass market has gotten so out of control. There are two others detailed, but neither translates easily. Still, I think it's pretty easy to come up with governors - largely play on or against the defining aspect of the nation? Probably around half of each, maybe one complete curveball somewhere, especially if we come up with a good idea.

- I'm thinking Mnemon is governor here. Some if not most should be original (and most canon ones aren't of great interest anyway), but Mnemon's a fun one to throw out there, I think. I feel she wants to raise the power of the Dragon-Blooded (or at least herself) to heretical levels, I figure the Scarlet Empress was originally designed with her in mind, but she was unable to pilot it. And so, her great gambit to rise up to the levels of Hadal were cut short - and the relatively unknown pilot now rises to celebrity. Mnemon assumes the pilot will fall to political manipulation, and so she redoubles her efforts to make sure she ends up higher quicker. Not enough to work with the Titanics - that's treason. But the strange new Abyssals offer power and seem more reliable. (The Roseblack might also be stationed somewhere else, an avid proponent for the pilot in Hadal)
Sova
- Here, Roseblack is a governor? She's not great at it, but Sova essentially runs by itself so she's much beloved by her people. She is a full supporter of the Starbuck Empress, seeing her as an example to all Dragon Blooded.
